We Will: Build Worker Power
We will educate, inform, train, and support all members to utilize their rights as union members.

Ensure all members have access to the contract.

Empower members to take hold of their workplace!
We will increase stewards and alternate stewards in all departments.

Establish a definitive schedule for steward elections.

Create a process for any given shop to hold special steward elections by way of a ⅓ petition of that shop’s constituency.
We will encourage all members to be actively involved in the work of the local.

Bring a steward or member to meetings w/ management so they have a seat at the table to share input and concerns.

Begin discussion with members about the contract 2 years prior to the current agreement's expiration.
We Will: Model Transparency and Respect
We will establish robust lines of communication between members and Local leadership.

Utilize multiple methods of communication, including email lists, social media, and mass texts.

Listen and respond to individual worker concerns.
We will build accessibility into leadership communication methods.

Explore hybrid options for membership meetings.

Hold regular departmental meetings with ALL departments.
We will encourage members to hold Local leadership accountable for their actions or inactions.

Share reports from all Labor-Management meetings with members in each department.

Share minutes with members from all Local 2186 Executive Board meetings.
We Will: Build a Collaborative Local
We will establish a stronger working relationship with our bargaining unit Local 2187.

Communicate and work with Local 2187 leaders to ensure Management honors our contract.

Collaborative contract negotiation atmosphere because improvements to our working conditions, pay, and contracts cannot happen without strong relationships between Locals.
We will become a more active and stronger Local for DC47 as a whole.

Support workers in other Locals in any way we can. Communicate with other locals to tie common threads. Attend events in support of other locals.

Advocate for more positions and growth in DC 47, which will grow our Local as well.
We will work with and support AFSCME DC33.

Many of our members work and interact with DC33 workers on a daily basis. Improvements to their working conditions mean improvements for ours.

Support robust funding for city services and programs that empower and lift residents up, such as education, affordable housing, job training and development, reliable utilities, safe, clean streets and parks, and youth programming.
We Will: Meet and Discuss with Management
We will establish regular Labor-Management for all departments.

Put constant pressure on the City to keep these meetings.
We will enforce the contract! While management does have certain rights, they never have the ability to violate our contract in any way.

Utilize the grievance process to force communication between Management and the Local.

Explore more opportunities for impact bargaining and negotiating with Local 2187 when both locals are affected by a change in working conditions.
We will create an atmosphere where Management considers how the Local will react to changes in our workplace.

Build positive press that highlights members’ impact on the lives of all Philadelphians.

Utilize the press to put pressure on Management and the City from the outside.
We Will: Protect Members and Their Work
We will establish or maintain PA state mandated Health and Safety Committees.

Build member awareness of and participation in the work of Health and Safety committees.

Take appropriate action if the state mandate is broken.
We will examine the rampant “administrative bloat” and top heaviness of many departments.

Educate members on each department’s budget to help address the disparity between “downtown” and our workplaces.
We will actively engage in Civil Service Commission hearings.

Build member understanding of and engagement in Civil Service Commission hearings and activities.

Fight for proposed exempt or non-civil service positions to be union repped.
We Will: Negotiate with Force
We will fight for better compensation.

Insist on wages that surpass the rise of inflation.
We will avoid tabling contract negotiations to committees whenever possible.

Refuse to table any contract proposal to committee if it involves a member’s pay.
We will build an atmosphere of open bargaining. Nothing for you without you.

Utilize member action committees to strengthen our bargaining position.

Bring action committees to negotiations when their committee’s topic is being discussed.
-
Give daily report backs to members during negotiations.
